This project, addresses a critical governance challenge in Pakistan: the continued use of colonial-era executive magistracy that allows administrative officers to exercise judicial powers. Despite constitutional guarantees of due process and the separation of powers, Assistant Commissioners in KP still conduct raids, levy fines, and impose penalties without judicial oversight. This practice erodes public trust, undermines the rule of law, and disproportionately harms vulnerable citizens such as small business owners and marginalized communities.
Over 18 months, National Influencers will conduct rigorous legal research, document case studies of abuse, and engage civil society, bar associations, and policymakers to develop a reform roadmap. The project will culminate in a policy paper with proposed legislative amendments, supported by advocacy campaigns and stakeholder dialogues.
Our ultimate goal is to strengthen due process protections, curb executive overreach, and restore institutional legitimacy, contributing to more accountable, rights-respecting governance in Pakistan.
