Safeguarding Property Rights

Pakistan’s justice system faces severe delays, with over 2 million cases pending. A key contributor to this backlog is Case Property Management—especially seized vehicles. Despite legal provisions like Superdari for interim release, outdated procedures and documentation issues cause prolonged delays. These delays disproportionately harm ordinary citizens, particularly low-income individuals who rely on their vehicles for income or daily needs. When vehicles are left to deteriorate under open sky or are misused by authorities, it not only causes financial hardship but also violates property rights and erodes public trust in the justice system. This project focuses on a solvable and impactful reform: clarifying Cr.P.C. provisions, standardizing Superdari procedures, and recommending the development of a centralized, digital inventory system for seized assets. We will begin with legal research and stakeholder consultations, followed by policy drafting, advocacy, and pilot implementation—providing a clear, practical path to institutional reform and more efficient, fair judicial processes.
